Buying from MOD?

Whenever I go to my local surplus they say they buy their rations direct from the MOD, does anyone actually know how this works? I have been to the MOD surplus page but it is just vehicles and parts, google doesn't seem to help much, this would also probably reduce the cost alot, thanks for any help!

As far as I know and have seen documents from the Royal Navy and Royal Marines Commando who I work with there is not allowed to sell or trade MOD things and yes rations are among the things not legal to sell.
The MOD sell big loads of old surplus stuff but you have to registered to buy, now and then there can be a mixed lot that haven't been checked good that might have non sell items in it but as a buyer youre obligated to inform the MOD about the items for return...

Any ideas how one can register to buy these lots?
