So by going down the page halfway I answered my own question the boxed version is for the army, the cam bag one is for the police and the blue one is for emergency services and female type situations

You are correct, the box with the star is the current-issue army ration. I understand that the one with the camo plastic wrap is most commonly issued to police, but can sometimes be issued to army personnel as well if needed. And the blue one is for Emercom, Russia's equivalent of FEMA. Many (including myself) feel the one in the box is a little better of a ration though. There are more varieties in menu with the army ration, and I think more contents as well.

Hope this helps!

Yeah lol it means I can not feel like I was ripped off because I got the better ration. I was upset because it didn't match the picure.

As funny as it may seem, but I think that Russia is the only country in the world that makes rations for every government agency and then some.
If you think about, they make rations for their, army, special forces, police, their FSB (FBI equivalent), their MCHS ( firefighters ), their astronauts, aviation, and of course civilian rations for hunting and expeditions.

First one is standard issue for Russian Army, second is an emergency IRP for EMERCOM, which is the Russian equivalent to FEMA (so I've been told) and the third is for their MVD troops. They are the internal troops of Russia they act as police forces and it may be used for other government entities (same goes for the blue one). Recently Russia dissolved the MVD and created a new national guard.

There are plenty of other rations too! Check these threads for more info!:

Do not buy the mountain ration from grey-shop.ru (not that anyone was about to - just a warning). They send a normal IRP in the mountain ration packaging. No thermostabilized meals, no ration heaters, no chocolate bars.
