Canada hasn't stopped producing or issuing IMPs - I have them as new as 2012 production. If you're referring to the fact that the 2008 menus are the newest ones listed on this site, that's doesn't mean they stopped making them. If you're looking at one of the IMPs, there's a two digit year under the menu name. So it'll say like:
Supper - Menu No. 3 - Pork Chow Mein - "08"
The "08" would mean 2008. In 2012 and newer they started putting the date first, so it's like:
IMP 12 RIC - Pork Chow Mein - Menu #3
Sometimes people mix up the year with the menu number so I just wanted to make sure they were in fact 2008 IMPs. If that's the case, they're 7 years old. People may still want to trade for them, but they're not as edible as they once were since they don't last as long as MREs.
