I've sent a mail to the RCIR entree supplier "Peny" which is in my region about the availability of their products to the Public, here's the answer :

Thank you for your interest in our trays entrées.
Entrées in aluminum trays are manufactured exclusively for military
rations for the military. They are not sold to the public.
You will find on the marker microwaveable tray or canned D'Aucy
brand entrées manufactured in the same factory with the same
serious and constant focus on customer satisfaction. These recipes are
certainly different but are extremely popular with consumers (the specifications
from the Army imposes very rich energy values).

Fortunatelly there is a good source of French rations here in Hungary
If I would be a boss at Peny I would consider manufacturing military rations for civilians like MRE suppliers in the US. Maybe they don't know how many people like RCIRs The US would be a big market. Import might be a problem
It is interesting the way they worded that last part about the army specifications imposing rich energy values. Here in the U.S., many preppers are using MREs as part of their food storage, but the tremendous caloric and carb content in many MREs makes them ideally suited for soldiers who are doing very strenuous physical activity as opposed to trying to keep a low profile if tshtf. In fact in many US military missions and training activities, the physical exertion is so much that 3 MREs per day are not enough nutrition intake for many soldiers and in special forces and ranger training especially, candidates actually lose weight eventhough they consume 3 MREs per day.
