I haven't identified it. Tomorrow I'll take a close-up of it and post it here. I found it at a yard sale a few years ago. I have two newer ones, both American. I also have a current camelback in American ACU. I want a Canadian hydration pack in CADPAT but I'd almost have to sell my car to get one. All of my web gear is American. the round one on my picture is the original arcic canteen for the cover.

Yes, everyone is correct on that arctic cover it's a cotton canvas one from long ago with a 1qt canteen in it. The previous pictures are really good examples, though on some occasions I have seen pictures of arctic canteens as far back as the 1970's and one example had one as far back as 1968. I'm not 100% sure of that. The only examples I can find out there are dated from the 1980's.
