There are no other locations of performance. Using services are Army, Navy, Air Force, Marine Corps and federal civilian agencies. There were originally 3 proposals solicited with 3 responses. Contract funds will expire at the end of the current fiscal year. The date of performance completion is December 31, 2009. Actually, both of them state that, "There were originally 3 proposals solicited with 3 responses." Perhaps Wornick was mentioned after all.

HMMM? Yea! Ameriqual+Indiana(Biden land), Sopako, South Carolina(well, even the dumbest CIC would know he has to keep up on the mfg. of MRE's), but Texas is stalling, in going into that good night. Wornick is in Cincinnati.

The Wornick Company is headquartered in Cincinnati but I think their MRE facilities are in Texas. At least, back a few years ago when they had that immigration issue with illegal workers working in their MRE plant in Texas, it was there.

I saw another news article that said Wornick was thinking of expanding or moving to Kentucky (Cincinnati is right on the OH/KY border).

I know my friend that worked at Wornick in Cincinnati several years ago said they packaged MREs, and other food goods at the Cincy facility. The actual production of the food stuffs may occur at the Texas facility. However shipping them all the way up here just to be boxed would seem like a waste of time and energy....

Part of the reorganization was the consolidation of operations to three locations in Ohio. They are no longer in Texas.

i can say with some certainty - many of these "impartial" bidding situations can be directedvby the GSA procurement officer, a career bureaucrat that can be easily swayed/influenced by a boss bowing to political pressure.

MREs are most likely "best and final" type bids now, with very little outside competition aside from the current established players. the GSA can even step in and terminate a current contract based on some "murky" failure to meet some "murky" terms and conditions of the contract and award it to another vendor.

all the players know the bid specs and the GSA changes up the requirements from run to run to suit the new procurement order.

in the best and final process however, with each subsequent round of bidding the GSA procurement officer tightens the BID specs based on what each vendor is able to provide. this process continues until there's one player left.

with this type of bidding and only 3 qualified bidders to start with, it's not difficult to determine from the changed specs during each round what the other 2 bidders are offering or not.

it's kind of like a game of poker where you get to see half of you opponents cards all the time and everyone cheats like hell.
