I am not 100% certain but I would guess it to be the "6113" number. Meaning it was packaged on the 113th day of 2016, OR possibly 113th day of 2006.... Either case, the corn beef has will still be good. I just ate a tray from '06 earlier in 2016 and it was fine.

I´m with cavguy and would assume 2006 as I never saw a 2016 corned beef hash.
I have plenty of +10 years "old" T-18s and never had a spoiled one. Recently I sold all my metal trays (before 2002) and also these were still OK. Depends to the storage.
