Availability/restrictions of rations

I'm curious which countries represented in this foreign rations section allow their citizens to purchase their military rations thru some means, i.e., surplus stores, mail order, etc. and which countries do not allow it. Does anyone know? I realize that some countries do not use "specific" military ration items and that all items in their rations can be bought in stores, i.e. the Dutch rations if I'm not mistaken. Thanks for any help.
