This is a banned cartoon from the 1940's. It stars Private Snafu (voiced by Mel Blanc), the bumbling soldier that the US Army used for military films. Yes, this was made by the US Government to help train the military.

The British Army movie about the Law of Armed Conflict from the late '80s is another good one - I wonder if it will ever be posted to YouTube or similar?

Mel Blanc did Bugs, Elmer Fudd, Porky pig, Yosemite Sam, Daffy Duck and many more.
One of his favorite gags was on plane trips, he would do the pilots announcement as one of the charactors. Scare the Cr*p out of the passengers...
