I was thinking that EPA's had fully transitioned to the plastic bags instead of the older paper boxes.

The bags were just due to packing shortages / them needing to make extra. The german officer in charge of rations says they will always remain in the boxes because there is no extra space and they can be transported easily, where as with bags there is air etc
Check out my ORP menu spreadsheet: https://bit.ly/2NqUFRX | I have: | British 24HR Box Rations | French RCIRs | Type I EPA |Danish Rations

Interesting, I was thinking that the use of the plastic bags could actually save space!

The tan bagged rations were needed due to a high demand for the exercises in Norway "Trident Juncture 18"
So they are "just" an exercise ration.

The cardboard boxed ones ares still the regular EPa´s.
