My apologies for mis-information. This was some info that I had come across relating to some legislation in the 1990s but I cannot find a link to it. As I understood it, the actual wording was part of some legislation that had been passed a couple of years earlier, which stated that the suits and masks could only be sold as surplus and not "brand new." I do realize that this info is not very credible without online sources, my apologies again.
