For an MREinfo app, it's pretty basic to setup an Android or iOS app to:
- check RSS feed
- create Notification to ding you on news
- setup screen to customize your settings

But, there might be a RSS Feed app out there already that you can use instead, just pop in the RSS location to read and get updates on.
