Well if a food is halal or haram depends on more that it being pork free or not... A food is considered haram if it contains toxics or alcohol, and because of that many preservatives and food colourings are haram, also the animals have to be butchered following some predicaments and avoiding some techniques...

Oldest "Operational Rations"(from NATICK) in my having is 4th edition. (It's a version in 2000 or 2001 assumedly)
Hallal ration is already published there.
