Looking at the photo, the ration pack on the right has what appears to be a plastic "loop" attached to the top of the exterior bag. I could see that being useful in a commercial package (putting it on those rods you slide blister packs of batteries and the like off of), but I don't see why a military-only ration would have that kind of attachment.

This is not a military ration. Ration in the picture is for special forces of the Federal Police. The difference between the police and the army in Russia is very big. Other weapons, different uniforms, different rations.
