How possible is it to get someone in the Army to order some?

Probably not very possible. FSRs are high-demand items right now and I've heard of a number of different units trying to order them. Once they get production ramped up, FSRs will probably become easier to obtain. But for now, it sounds like they're pretty tightly controlling the distribution.
