So here is the officially answer I got today from the Bundeswehr:
Dear Mr. S
the Bundeswehr bought indeed a certain amount of these rations from that French manufacturer. These were bought due to the higher need for field exercises.
They are even to the known UN rations, but are manufactured for the Bundeswehr on demand.

Oh that's good news. Someone shared photos of the contents and they definitely looked lack-luster when compared against current EPAs.
That must also be why these are marked "western", though several of us are holding out hope that they contain lariats (lasso) and spaghetti.

I think I will miss the older EPA's, though the UN rations - which are very similar to these, are actually decent though.

No need to miss the "old" EPas, these are just made due to extra need for a high(er) demand during e.g. the Norwegian exercise Trident Juncture 2018 like the US Tailored Operational Training Meal (TOTM)

Still no pepper, no self-heating and no cutlery?? Mmmmkay. But they make sense for field-exercise use only, everything contained in one bag, smaller packs of crackers, meal pouches. Thanks for posting the video review. From the menu choices I'd go for a type 2 to try myself - if I could find one that's cheap. housil, do you know the main meals of type 3?

In person I never felt a demand for extra peper. Each German soldier still has his personal cutlery set and ESBIT cooker.
