Interesting article about russian IRP's, it seems we where all eating some kind of trash even by RF standards
Controlled by the Ministry of Defense, the plant produced "unsuitable" food for the guards
As the Main Military Prosecutor's Office established, the rations of the Barysh meat-packing plant, which Oboronprodcomplekt put into the Interior Ministry structures in 2015, contained products that "are not allowed to be eaten". This was shown by a random check of five batches of individual food rations (IRP) with a total volume of 189,000 sets worth more than 110 million rubles
Yes, that was the manufacturer of the MVD (camouflage) rations. Government shut them down last year. The new “National Guard” rations are now made by a different manufacturer and they are being assembled in a Russian prison by inmates in Volgograd.
They have used ingredients that were not certified and would never pass the Russian GOST. The GOST (government standard) agency is similar to FDA in the US. To make the story short, poultry, beef, pate and cheese were all found to be of very low quality.

It seems they added bread and some other items like milk bar, energy bar etc.
that’s correct, they have added a milk bar, rye bread and the fruit bar that you can find in mountain rations. Bread and milk bar were only added to menus 3 and 4. I already tried both of those items. The milk bar taste a lot like the nougat bar in RCIR’s, and the bread taste like your typical ration bread, meaning that I would not buy it in a store.
Well the contract don't say just MVD/Natguard rations, but individual rations and mountain rations too. Since December 2015. up to June 2017.
a contract concluded between the agency and the intermediary company Oboronprodkomplekt in 2015, its volume amounted to 680 million rubles.
