It means their curiosity got the best of them. They wanted the experience and the feeling of opening something. Then a buyer's remorse occurs and still try to make $ after the deed.
I've seen that a couple of times, and god does it bother me! It seems like such a sleezy move, and seeing at C-Rations are rare as they are, it's such a stake to my heart to see them go to waste. I have only been able to fully document one of them, sadly, but it leaves less of them to the real professionals, yenno
What irks me the most, besides them not documenting it, is trying to pawn them off to people, after ripping them open as a "favor of their good will." when all it is, at the end of the day, was them trying to make a buck off of something they threw most of away. First World problems I guess, but still sad non the less.
