Curio: old UK ration book

Saw this curious book at a local flea market (My location is singapore)
To save time: a quick google and i found this

These Chinese characters are old Chinese languages.
It differs from the Chinese character of the present People's Republic of China.
The Chinese character of Taiwan is the closest to it.
Although I could not read those texts, I found some Chinese city names there.
Fujian, Chehiang, Nanjing, Beijing...
