NEVER!!!
There is only one regular issued "pack" (if it means "Rucksack") that is being far from being "comfortable" to carry due to the lack of a proper hip belt. They just have a "string"

If it´s not a rucksack, you carry your regular equipment belt w/ suspenders or a vest but that´s only when deployed.

So there are no other issued "day packs". I in person bought me a Bundeswehr style smaller one:

I like it. You can have a drinking bladder in it. Has a nice padded hip belt and an internal frame.

From the pics it looks like a good pack, but you mentioned it is a Bundeswehr style one, so does that mean you cannot legally purchase surplus Bundeswehr stuff? You may have already mentioned legal issues with surplus stuff where you are, and if so please forgive my terrible memory, sad to get old! :(

We can buy anything without trouble except weapons.

Bundeswehr style means, it´s not officially issued but made by a company with the same materials and Flecktarn pattern like the regular one.
