Good find - this could be the guy. From this article I found:

He participated in the Harvard University Executive Program for General Officers of the Russian Federation and the United States. The program, sponsored by Harvard’s John F. Kennedy School of Government, was designed to increase cooperation and understanding between the Russian and U.S. militaries.

He's also a master parachutist so it could be possible that he worked with Russian paratroopers and made a comment like that.
