No it isn´t, that´s why they made a recall.

The average incubation time of an infection with salmonalla is 20-24hrs.
After 1 to 3 days (at least up to 7 days) with "belly trouble" like diarhhea, nausea and vomitting etc. you recover without any treatment.

BUT:

5% have a difficult process with fever and heavy systemical symptoms up to several month.

I dumped all particular shakes of the list!

You can kill any germs only if you heat up the food for 10 minutes up to >70°C (158F) but I don´t know how a shake tastes after being heated up.
I had a couple of shakes in the past and I got "belly troubles" for once Image

The military recalled themall to make sure all their personal stays healthy.

I would refer to the list. If your shake isn´t there - give it a try.

I've been wondering about this issue. A few months ago I bought a box of random MRE components from eBay. It included only two milkshakes (one vanilla and one chocolate). I had the vanilla one before reading about the recall (natch). After having a panic attack about it when I DID find out about it I was fine (as I'm sure the vast majority of people who've ingested them have been). Even though I didn't expect any problems, I was a bit nervous about the chocolate one. With much regret I threw it away. I had been looking forward to drinking it, but figured better safe than sorry...

This is not official, just my own opinion.
The recall was for "...products contaminated with the bacteria between June 2007 and June 2009, according to the Defense Supply Center..."

The "total recall" of the military was only a(n) (over-) precaution.
