So I see, is this common place when ordering rations? I mean there has to be a way to get another countries ration in without having it flagged by customs.

Not all parcels get scanned or checked (imagine the horror for the customs!) but, on an internation shipment, there is an little note for the customs..
With stuff like weight, sender, country, if it's commericial or a gift etc.. and contents.
When the contents are "food" or "conserves" or stuff like that. They'll check it.. because Meat, Dairy and other animal products are forbidden.
When you put "russian 35mm Camera" on the contents.. your chances grow from non to some. But I have no clue what happens if you lie to the customs.. I can imagine it's not accepted by them, but I don't know if you can get a fine for it. It some countries it is an federal crime though. (It's defined as smuggling there)
It's a shame that it has to be so hard. But if your spending $75 on a ration, you might think about importing it..
Get a vetenarian certificate.. pay a few taxes (not that much) and import it. I don't know how it's done in the US, but there has to be a way. I can't imagine that a russian vetinarian certificate costs a rib and an arm, it will probably cost a few dollars. It's a lot more expensive if you need a european or american vet certificate.
It's not worth the effort for 1 ration, but you could consider getting a bunch to sell on eBay.

Remeber that clip I mentoined before?!
I recorded that from German TV show "Mein Revier and Achtung Kontrolle" ("my precinct" and "caution checkout"). A show that is on TV every day and shows customs, police etc...
They always show customs at Frankfurt Airport. Also they show how customs check EVERY shipment that comes via Frankfurt into EU. Customs officers check 5000 letters, parcels etc. per day! They touch, shake, smell, scan, x-ray every single shipment especially for drugs, (child-) porn etc. with a veterinary next to them in case of getting food deteced

At Schiphol (Amsterdam) they are checked aswell most of the time. Smaller airports, like Eindhoven, etc are small cargo terminals, and only get small shipments. They are not checked parcel by parcel, only by random. (Went there with a schoolexcursion, as I do an logistics education)
The bigger freight terminals, like Schiphol, Frankfurt, Heathrow, De Gaulle etc have a budget for stuff like Xray scanners, lots of personnel, whilst smaller airports don't.
It's also a waste of time, money and effort to allow such an crew and gear for so few parcels. (Maximum of a few hundred per day) The customs are more busy with stuff like animals, found items at the passengercheck, and larger freight items like pallets and aircontainers with large shipments. And ofcourse, drugs control. In the Netherlands, TNT, the major postal service does the clearance of parcels instead of the customs.
That's also the reason why I told your chances go from none to some. About 75% of all parcels goes through the bigger airports, because they have a huge amount of freight each day. With special cargo planes coming in from all over the world. Smaller airports only handle short to medium distance flights, and those are all passengerflights, and they fill up all available cargo space (empty space costs a lot of money, nobody is paying for it.. so freight with a passenger plane is very cheap)
I have a DVD with a digital "tour" around "our" airport here (small/medium sized..) where they explain it.. I'll upload the part soon, but I'll have to type some english subtitles first.
And those rapeletters.. I have a bunch of them, even lost items because they didn't seal it well again (they tape it with "Douane" tape (Customs/Zoll) and attach a letter to explain why it's opend.. most of the time with a check that you have to fill out to pay them some more money

However, they sell the ration of a genuine article with a red half-star mark.

So far I've gotten lucky with the two rations I have received from overseas. The first was a British 24hr ration that I ordered directly from a company. It was marked as "Camping supplies".
The 2nd was a French RCIR from a member here. Not sure how it was marked, but I received it still perfectly sealed.

Funny thing about us customs and the FDA, you cannot buy a 5mw> laser from out of the country, however you can buy a 200mw laser diode. Why the FDA has anything to do with stopping the importation of laser pointers I have no idea. Last time I checked FDA only stood for Food and Drug Administration, but I don't recall seeing an L in there...
