IF he said that a "...draft would spread the wealth...", he didn´t say that he will intent conscription (like WW2 or Vietnam War) again
But yes, a linked source will be helpfull everytime, there are to many "...I heard/read somewhere..." in the internet, causing a lot of unneccesary discussion about rumors...

We still have conscription over here. They draft every male at age 18-23 for 9 month if your are "healthy enough" (...spread the wealth...
)After that you are still in reserve untill you are 45.
If they doesn´t want to join the military, they can refuse, but have to do a conscientous objektor service for 9 month in a hospital, nursing home (whiping asses
) , handicaped home. (getting ~€400 = $550 a month)Or 6 years Red Cross (civil protection), volunteer Fire Department...
You can also prolonger up to 12 years military service, making "real money"
