How costly could it be? With the way things are going on eBay nowadays, it wouldn't surprise me to see it go for a ton of money.

My French is lousy - does it say 'Individual Exercise Meal'? Is this the French equivalent of the TOTM?

EXACTLY!
I haven't really seen one of those yet. When I was younger, whenever the rations were not available, they used to give us a plastic bag containing a piece of "baguette" (stick) bread, a pack of crisps, a little meat can (pâté or tuna generally), a serving of "Smiling Cow" cheese and a fruit.

I would always prefer a fresh (genuine french - most delicious - crsipy!!!) Baguette that any ration :D
