Holy crap! I saw the title and description of the film:
Propaganda: Your Job in Germany
Directed by It's A Wonderful Life's Frank Capra and written by Theodor "Dr. Seuss" Geisel, produced by the United States Information & Education Division of the Army Services Forces in 1946, this authentic film proposes, "War with Germany ends in victory, victory leads to peace ... Sometimes ... Sometimes not."
And I thought it would be a slightly-slanted film introducing GIs to the hazards of post-war Germany.

Instead...well, you should see the film yourself but here's an excerpt from around 1:43:
You'll see ruins, you'll see flowers, (cue german woman in scenic meadow) you'll see some mighty fine scenery. Don't let it fool you...you are in enemy country (cue menacing music). Be alert, suspicious of everyone. Take no chances. You are up against something more than tourist scenery - you are up against German History...it isn't good (cue image of giant book labeled "German History"). This book was written chapter by chapter...not by one man...not by one Führer...it was written by the German people.
That's some Grade A 1940s propaganda!

Actually, I don't have such a hard time believing it. Consider the times and the fact that after 4+ years of war people were sick and tired and very pissed off about having to go through the whole thing, I can see where they'd take such a hard line on the initial occupation.
