Here's a video of a reporter joining the dutch 'Air Assault Brigade' on a cold-weather-training. I saw them eating some pouches which i recognized but i can't remember the name.

Thta's right. at moment 4.56 you can read the name on the pouch.
The travellunch menus are part of the ROEK (Rantsoen onder extreme koude / extreme weather ration) rations, issued to troops on cold weather training (Marines, Special Forces and Air Assault).
The older version of the ROEK: 'Arctic ration' was issued till 2001. Up to then cold weather training was only done by the Royal Dutch Marines.

They use it since 2000 at the Bundeswehr as EPa leicht also.
See:
Left: International civilian version
Right: Bundeswehr one
Civilian (int.):
Date of manufacturing AND best before date.
Printing in English/French only
Bundeswehr (EPa leicht)
Date of manufacturing only! (but in four languages!)
The video is great !
I traded Norge for one of those ROEK packs, very nice!!! I had the 'swedish Hot Pot', enough for two and quite good.
Better than 'Mountain House' ...
