quote in signature

I was just wondering where the quote in your signature comes from. I also found it here in someone's comment on a YouTube video, but it doesn't appear anywhere else on the internet. There does not appear to be any record of a General Heyk or a General Tim Heyk and the position General of Special Troops of the USA has never existed. I found one other spelling with the quote on a twitter post (Heik) listing him as General of the Air Force, but there is no record of a man with that name in that position either. I'm wondering if it's a translation issue or if perhaps it was something a Russian paratrooper commander made up to get his men psyched up and proud. Are you familiar with the history of the quote?
