If the Iraqis have learned anything from us, I'm sure it's going to be how to turn a $3 billion earmark into a $30 billion public service boondoggle.

Great! A new subway/metro system. That's what Iraquees yearn for since a long time. They can't do without.
One wonders how they managed to stay alive without a functioning subway.
BTW, subways do fine for the local terrorists to hide their IED's.
