Canada seeks "Basic Survival Rations"

According to a posting here on Canada's government tendering web site, ".... The Department of National Defence has a requirement for 160,000 Starch Jelly Bars for Basic Survival Rations to be delivered to Montreal, Quebec. This requirement must be delivered by April 19, 2013...."
According to an excerpt from the bid documents here (4 page PDF), the starch jelly candy are ordered from time to time to replenish airplane and life-raft survival kits to be used "only in case of extreme emergency when the user is remaining inactive". The sugar-dusted jellies come in four flavours (pineapple, strawberry, orange and lemon), and reportedly "do not induce thirst".
