hello kman and other members:
i came across this site and seeing this thread, as a chinese and japanese speaker.here is the answer to the original poster.
THIS RATION IS NOT,I REPEAT THIS IS NOT ,USED BY CHINESE NAVY. It is told in the paragraph under the picture that the admin of that site, a japanese, obtained the ration from one of his friends.Noticing that it has patent number on the cover, therefore instead of viewing that ration as being issued to chinese soldiers,he suggested that this being manufactured and sold to civilian. However he also suggested that this same company may also be the supplier of military rations while selling the same contents to general public with different package. And the words on the cover,it can be translated as "special meal(or special designed meal) for troopers, self-heating noodle(?)"
all in all, accroding to the picture and paragraph,he concluded that though it is written in chinese on the cover that this being trooper's ration,it is highly possible that this is sold to civilians only, while the same company may also be the supplier of military ration. As for the words on the cover, it is only for advertising.
P.S.1As for the word on the cover ,though it is written the word "noodle".It really doesn't make any sense,as you can see from my translation.I believe that should be a typo or some kind.My guess is that the original meaing may be"self-heating equipment included"
P.S.2 It is also mentioned in the paragraph that since most chinese like their meals to be served while it's hot,it may be a little bit difficult when trying to make combat ration suitable for chinese soldiers.
P.S.3 the full name of chinese army should be People's Liberation Army.known as PLA.So this may be the reason the babefish translate it into"chinese army open......"in the opening of second parapragh.
hope this helps
