Yes it was during Katrina in 2005...but Where those EPa's went??? 
They never reached the people....
Probably thay have the same fate as the french RCIR's and the british rats....either stored or disposed of them!!
They used the excuse of the mad cow disease to dispose of them and not give them to the needy people.
The few RCIR's i got where from Louisiana and the person "rescued "them from a storage that they had them.The rest was either eaten by the rescue personnel or thrown away.... Sad isn't???

Like the RCIR's that Bypah mentioned, some of the EPA's were pilfered and sold on eBay. I've still got half a case down in my basement.
