Anyone know what this ration is?

So i recently got this ration but i have no clue what it actually is.
Guy i bought it from says he got it in Afghanistan, but this ration is made in 97. That's way before the invasion and 911.
Got a picture of the contents and there is some US mre items in it and some i have never seen before, so I'm thinking maybe a form of HDR? Any info would be helpfull:)
