Norwegian emergency ration

Hi!
I saw this Norwegian emergency ration in a museum last week here in Sweden. Can any of our Norwegian members help me? Witch time period is it from? Content?

I am no Norwegien, but my guess that this is a naval life raft ration.
"COMPACTAS" is the same company as "Seven Oceans" who make naval survival rations. Chances are its probably civilian, but COMPACTAS did make emergency rations for both the England (RAF Emergency Flying Ration Mark 9) and Germany (The blue/orange survival rations)
