USO Operation Care Package on Ebay

Howdy folks,
It's been awhile since I've posted anything and now I come up with a question too.
On Ebay Germany there are several 'USO Operation Care Package' up for sale. For some weeks already.
from a collectors point of view (p.o.v.) they are kinda nice of course.
from a personal / human p.o.v. I think it's kinda of morally wrong to obtain some since there were
intended for US Troops as a care / support pack from the public.
Here's a quote from the USO webiste:
"Operation USO Care Package enables the public to express their support of our men and women in uniform. Sponsoring a care package and including a personal message provides individuals with a way to touch the lives of our deployed troops around the world."
My question is: Would one or Could one buy some or not?
I tend not to. Second question that pops up in my mind is how did they ever not make it to our brothers in arms, and or if they did, why are they back on the public market??
So would / could one or not??
