When I got these years ago, I thought they must be some new, high tech., concentrated survival ration. Cool!
Well, when I opened it I realized the packaging company (ironically, an INSTITUTE FOR THE BLIND!!) had mislabeled them.
Each packet actually contains 3 packages of "CHARMS" hard candies (the same type that were packed in some Aircrew survival kits).
A fun conversation piece for the ration collector.

Cheaper than Dirt is a big USA based Surplus and Equipment wholesaler. They had these for sale in period just before the "Y2K" scare, when MREs and other storage foods were very scarce.
The food quality is actually quite good.
