Ok - it looks like everything is ok now. One member emailed me to report he was receiving the error:
Could not connect to smtp host : 11 : Resource temporarily unavailable
*DEBUG MODE*

File : smtp.php
This happens when you post a new message or reply and there's a problem with the mail server. The mail server is what sends out the Topic Reply Notification messages and when the forums can't connect to mail server, you get that error.
Your message actually posts ok, but the error makes it sound like that's not the case. So I think the duplicate messages were coming from people re-posting the same message.
My webhost was doing some data center moves last night and even though my servers weren't supposed to be affected, it sounds like something affected mail delivery. But it all should be ok now.

I'm guessing it was related to the same changes that affected the mail server last night. Is it back to normal for you now, at least?
