This is Part of an Army Personal Hygiene Training Film, made in 1950.
A stinky Hillbilly named Homer doesn't bathe or have any other recognizable hygiene habits. His barracks mates are harsh at first with him to clean up his act, but soon try making up folk songs like "What are you gonna do with a dirty soldier?" another about brushing his teeth and more.
