Judging from the shitty fonts used on that bag, it looks like a Wornick MRE - so it's probably just from 2007.

Take another look. If they are giving Active Duty Air Force Personnel 1997 MRE's and sending AIG Execs to SPA Resorts on the government dime we are in trouble.

I'm looking at it again...but I'm still seeing "7090" for the datecode. Why is there even a question as to whether this is a 2007 MRE or not?? In 1997, there were only 20 menus - and seeing as this one is a Menu 23, it can only be from 2007:
