What type MRE is this?

I was at a local discount place, and they had some MREs (for lack of a better term), that had a small can of beef Ravioli (single serving type), the usual salt, pepper, spoon items, along with some military type packaging of fruit nut mix and tortillas. Also had a off brand pop tart, packet of instant milk and two small packs of peanut butter.
All in a clear civilian type MRE plastic bag. Not a heater type meal.
I would say this was for kids.. not sure, but for $1 each it wasn't a bad price. The only "best by" date I could see was on the ravioli which was Sept 2019.
Would this be something actually in production, or something a company put together to get rid of excess items?

It sounds like a civilian pack, but for a buck, wow---- DEAL!

It's most likely a FEMA ration from the hurricanes from about a year ago. These things were used as emergency "meals". They got alot of flak about how small they were.
