How to read pack date for HDR's

Hi guys,
I recently scored a case of Humanitarian Daily Rations in the salmon colored bags. There was no packed/inspection date printed on the box, but the number 9103 is faintly stamped on the bottom of some but not all of the bags. There's a code and a time stamp listed on the entrees. Example: PEAS IN TOMATOES

I can't seem to find out how to read these online.
