I can understand rations from Russia or China or India or Vietnam or something around there but countries like Britan, Germany or Norway etc I don't understand because to my knowladge they haven't had a problem with food borne illness in their rations.

Also rations don't always mean the original food was safe... take for example mad cow in England and France in the late 90s. US Dairy shake powders in 2007/8. There's a first time for everything. Some of this stuff isn't just to protect people, its also to protect agriculture etc. Laws are laws for a reason
