Some of the civilian meals require SALT WATER, some do not....MREStar being one.
Older FRHs that had the SALT impregnated in the heater itself, break down and don't heat up as well, some don't.
Only passing on a tale that came to me in a seminar...I've actually put salt in drinking water to activate heaters when I did not have the proper pouchs.......it did not seem to be a scientific big deal
