From my point of view and somebody who's lived on a steady diet of MRE's this seems like it's maybe tailored to snacking on stuff in a desert environment, kind of what Big Mark said. I mean, when I was in Iraq in 2005 the last thing I wanted to do in the 100 degre weather was scarf down a MRE. I was more concerned with geting more water and gettting behind something. It seems from the photos that this is a streamlined MRE, even more slimmed down than the FSR, judging by the looks of it.
I think it's good idea to put something out in the mainstream for the troops but since we have the FSR, why not stick with that?
