Without getting into too many details, many of the sites that are used for merchantile exchange, like eBay & Craigslist and others are regularly monitored by several governmental agencies, and/or the sites may also regularly provide listings of those who make frequent sales on those boards. Some of the more commonly associated agencies would be the IRS, state agencies that are charged with the collection of sales and income taxes, and local agencies that are responsible for business permits and licenses.

I understand your point, I was trying to make a point myself. I find rather frustrating that the Gov't is spending too much of time and our taxpayer money on going after small time operators and not after some big fish. Nowadays with this recession people are selling off jsut about anything they can just to make a few extra bucks. Myself included but as I was re-reading the earlier posts I couldn't help but think back to my time in Iraq about 3-4 years ago and was shocked at the amount of MRE's and cases being literally thrown into dumpsters by soldiers who didn't want them or were too lazy to take them back to the supply room.
Then before the trash guy comes for a pickup the local yokles come along (i.e. KBR workers, Iraq and American) and fish the cases out along with DCU's, boots, field gear, etc etc. Now if the GAO wants to start poiting the finger at some average Joe trying to make a buck and say "you can't do that that'll wind up in some terrorists hands" then I think these gov't guys better head on over to Iraq and Afghanistan and start a witch hunt over there. I bet they could find a lot of contractors over there that are making a quick buck by sending MRE's back home or having the locals grab the throw aways and giving them to their local terrorist buddies.
