A trick I just learned from Gundog, you can one of the bags like the thick outer bag and use it to make a bigger FRH, room enough for multiple components. Double bag means you still have a bag to hold the contents or use as a garbage bag.

I generally don't mind the double bagged MREs, though I once had a Sopakco one where the inner bag was sealed and cut over a spot where the main was overlapping. It damaged the retort pouch, but nothing leaked at least (I still ate it. It was fine). I did also end up with some poor sucker's corner of a cracker pack lodged in the seal.

I'm glad that the inner bay is easier to rip open that the outer bay.
I have about a 50% success rate peeling the seal open on those with my fingers and I don't carry a knife as a habit.

It is indeed great to have a little mystery solved! Thanks, Bob! I know that Ameriqual uses that "inner bag" as its outer bag for it's commercial A-Pack. Always wondered why they put it in the genuine ones (obviously the contents are different between the two, so it wasn't simply a matter of packing ALL their MREs in the inner bag and then "double-bagging" them into the government outer bags). While I never really understood WHY one company would do this when the others didn't, like Rocky, I've always appreciated it. I suppose it could be said that it increases the amount of packaging and trash generated by an MRE, but there's already so much a thin little outer (inner) bag isn't going to make much of a difference!
