I've seen eBay listings of MREs where the seller uses UPS Ground because "USPS won't ship them since MREs have matches".
Well, CaptBob does his homework:
Refer to USPS Pub. 52, Appendix C, USPS Packaging Instruction 4B:
"Safety Matches
Safety matches (book, card, or strike-on-box) may be mailed only in domestic mail via surface transportation..."
So, as long as you send it Parcel Post (and, according to the regs, mark the package "Surface Only"), you can use the US Postal Service.
If you're not in a hurry, Parcel Post can save you some dough. Save the dough for more MREs later!
Shipping with USPS
You might want to check Ebay about this, too. The last time I listed MREs for sale (long, long ago), IIRC, I received a notice from Ebay that they couldn't be shipped via USPS because of either the matches or heaters.
So CaptBob, you might be right about the exact law, but even if Ebay has it wrong, they won't let the auction go through with USPS shipping.
