I don't know if anyone else emailed them but I sure didn't. News organizations like that aren't interested in reporting about how things really are - they get an idea for a story, decide what their "take" on it is, and then craft the story around the "take". Forget about reporting the actual state of the situation, they decide what's "true" and then report it like that.
Everyone has a slant on things. News organizations who hold themselves out there as the arbiters of truth are only lying to themselves and their readers. They end up packaging their stories with their own slant on things because they think their readers are too stupid to figure things out for themselves.
Hmmm....must have woken up on the cynical side of the bed this morning...

IANAL, but your question has an obvious answer - no. If I give you something, it's no longer mine. It's yours. Your property. Do with it as you please - eat it, sell it, make it into a purse, sell the purse.
Unless I get you to sign a contract saying you won't do X with whatever I give you, then I don't have any further say in it. And even that might be subject to argument but we'd need a real lawyer to pipe up about that one.

Actually i read that military report that was linked to and several of the case studies did say that the seller was a katrina victim who had a surplus of them, and sold them for some spare money because they were unemployed. I don't have a problem with that, anyone else?
Of course not. In the relief effort, the government effectively made a gift of them. Donative intent, delivery and apparently acceptance by the donee.
You can do what you want with a gift. And heck, if I was strapped for cash, I would do the same. It's called survival.
The media seems to be full of lots of misinformed and underinformed "reporters" and "researchers".
