Maybe somebody else can confirm but I feel like I heard that during the brown bag era there were sometimes civilian versions floating around that would have differing menus than the military issue. Or it could be a substitution from the manufacturer. I feel like this goes back perfectly to your post...

I think it's totally a good question to ask and something that should be explored! So many times in MRE's I'm expecting one side or item but actually have another. I'm sure they are trying to build to spec but I imagine there is some definite substitution on things due to just the manufacturing proc...
