Not sure what the actual name is. What I do know is that it is the standard IRP issued to the Russian troops.

Yep, the one with the star is the regular-issue one for the Russian Army. The one in the camo plastic covering meant for MVD forces (internal troops such as border guards, etc.). I've also been told by sources in Russia that depending on logistical needs, it is possible for the army to be issued the MVD rations, and vice-versa, so it's not a hard rule that one ration is only for one branch.
